Recently reported SERVICE BRAKES, ELECTRIC problems on 1999 Jeep Grand Cherokee

Vehicle feels like it's riding while the parking brake (?) is engaged, at times only, not always. there just seems to be a sort of resistance noticed. it's been going on for about a year now and, although i've been telling my husband of it during this entire time, he just noticed the other day that, while en-route to a nearby location, upon arrival, the rear passenger-side tire area was smoking a bit. he said it was coming from the brake pads (?), and he got a cup of water and poured it on the area, to which it produced a bit more smoke, of course. now i'm certain of the resistance and i'm concerned that the brakes will wear down prematurely and won't be working when i desperately need them and have my children in the vehicle with me, which is always.
