Problems with 2004 Ford Excursion AIR BAGS

The air bag clockspring has broken which as triggered a airbag light also my horn and controls have stopped working. the clockspring has been discontinued and isnt available. need a solution to this asap

After being cut off and losing control of the vehicle i hit the guard rail head on and then the vehicle flipped. the air bags did not deploy. *tr

Tl* the contact owns a 2004 ford excursion. the contact stated that the horn would sound independently without the engine being powered on. the contact had to disconnect the fuse to stop the horn from sounding. the contact took the vehicle to a dealer, who stated that the horn, air bag and cruise control needed to be replaced. the dealer did not state why the horn would sound without it being engaged. the contact stated that the unit had been replaced previously but the repair did not remedy the issue. the failure mileage was 98,000.
