Vehicle will not shift out of park

This year i decided to buy american,so i decided on chevrolet corvette zr1,i have contacted the dealer findlay chevrolet and interestingly they want 20,000 above the sticker price,is that legal?no wonder american car companies are going under due to there greed. *tr
