Problems with 2001 Audi allroad FUEL/PROPULSION SYSTEM

Fuel and fuel vapor leaks from the top of the fuel tank presenting a serious fire hazard when moving (slowly or at highway speeds) or stationary. the fuel leak is most obvious when the tank is more than 1/2 full. vapor emissions occur at all times resulting in a failure to meet emissions standards. a hard plastic material is used for the fuel tank's vent. it is connected to a rigid aluminum vent line. relative movement and aging has resulted in a failure of the plastic vent. audi's recall fix from 2008 (nhtsa 08v-157) - i.e., installing an epoxy-filled mold - has not prevented failure of the plastic vent. since the plastic vent is 'welded' to the top of the hdpe tank, the entire tank must be replaced to address the failed vent.
