Problems with 2017 Ford Expedition SEAT BELTS

The passenger side seating position doesn't have a seating belt warning system. a concern for my 85 year old in-laws who are currently leasing the vehicle and assumed this feature existed on the vehicle. according to title 49 cfr 571.208 section 4.1.1.2 (b) vehicles should have front seat warning systems. ford has been contacted but don't seem concerned and said the vehicle just doesn't come with it.
